Both tiers carry identical rights — this is a purely financial decision. The breakeven is Year 8. Anyone with a confirmed Saudi horizon beyond eight years pays more by choosing Annual. The Permanent fee is not a premium; it is a discount that compounds with every passing year.

Critical Advisory Note
Annual holders can upgrade to Permanent at any time — but the SAR 100,000 already paid does not offset the SAR 800,000 conversion fee. There is zero credit mechanism. This is a decision to make at the outset, not after Year 7 when you have already paid SAR 700,000 and the horizon is clear.

What property ownership actually means after Premium Residency.

Premium Residency holders carry the broadest property rights of any foreign national category in the Kingdom. Understanding the geographic scope, the mortgage framework, the title registration system, and the VAT treatment is critical before structuring any acquisition.

PRC Application Walkthrough

From eligibility to card in hand — 9 stages, 30 to 60 days.

All applications are submitted at pr.gov.sa. Do not use third-party agents or portals claiming direct PRC access — the process is applicant-direct only.

Tier Identification
Determine the correct tier based on financial profile, professional credentials, and strategic objectives. Applying under the wrong tier generates delays of weeks and potential rejection. A KAM assessment resolves this in one session.

Passport with minimum 24-month remaining validity, financial statements (3–6 months), employment letter or business entity documents, endorsement letters for Tiers 5–7, property documentation for Tier 3 (REGA title deed and valuation report).

PRC Portal Submission
Create an account at pr.gov.sa, complete personal and professional profile, select the target tier, and upload the complete documentation package. Incomplete submissions generate review requests and delay the clock by 7–14 days.

Ministry of Interior Background Check
Interpol cross-reference and MOI security clearance. Any prior criminal record in any jurisdiction, Saudi Iqama overstay history, or prior deportation record triggers automatic rejection at this stage.

Medical Screening
GAMCA-equivalent health screening at a PRC-authorised centre — standard blood panel and chest X-ray. Runs in parallel with the background check. Results are valid for 90 days from the date of the test.

Financial Verification
PRC confirms the applicant's financial capacity to meet the relevant tier fee. Bank statements and supporting financial documentation are reviewed. This stage runs concurrently with background and medical checks.

PRC Decision
Approval is issued or a request for additional documentation is raised. Supplementary document requests are common — respond within the window stated in the PRC portal notification to avoid application lapse and restart.

Fee Payment
SAR 800,000 (Permanent) or SAR 100,000 (Annual) via bank transfer to the PRC designated account on approval. Payment instructions are issued directly by PRC — never transfer to a third-party agent claiming to hold PRC funds.
