Unlike traditional free zones in the UAE or Bahrain, Saudi Arabia's SEZs (established under the Special Economic Zones Law of 2022) are industry-specific economic clusters. Each SEZ targets specific sectors and offers tailored incentives. Businesses operating in SEZs can defer customs duties and benefit from a reduced 5% corporate tax rate for up to 50 years.
One of the world's largest planned cities, KAEC is a fully integrated economic zone on the Red Sea coast north of Jeddah. Its King Abdullah Port is one of the largest commercial ports in the Middle East. Well-established with operational factories, a university, and residential infrastructure already in place.
The most ambitious of all Saudi Arabia's SEZs, NEOM is a SAR 500+ billion megaproject in the Tabuk region. Its components include The Line (linear city), Sindalah (luxury island), Oxagon (industrial floating city), and Trojena (mountain resort). Currently in active construction — opportunities exist in construction, tech, and consulting services.
The designated SEZ for Saudi Arabia's mining and metals industry, built around the existing Ras Al-Khair industrial complex near Jubail. Downstream industries for aluminium, phosphate, and mining-related manufacturing are the target. Strong synergy with Saudi Aramco and SABIC supply chains in the Eastern Province.
Saudi Arabia's digital infrastructure SEZ, designed to attract cloud computing, data centre, and tech companies to establish regional hubs in the Kingdom. Aligned with the Saudi Cloud First policy and the National Data Management Office's objectives. All major cloud providers (AWS, Microsoft Azure, Google Cloud) have or are establishing Saudi Arabia regions.
Located in the Jazan region near the Yemen border, this SEZ focuses on metals processing, chemical industries, and agri-business. It complements the existing Jazan Economic City industrial complex. The Jazan refinery (one of the world's largest) is nearby, making it ideal for petrochemical downstream businesses.
SPARK is a dedicated industrial zone for the energy sector supply chain in the Eastern Province, adjacent to Saudi Aramco's operations. Ideal for engineering, manufacturing, and services companies that supply the oil & gas industry. Designed to localise the energy supply chain and reduce Saudi Arabia's dependence on imported equipment.
SEZ benefits are significant but come with requirements: you must actually operate in the designated zone (not just register there), meet minimum investment thresholds (varies by SEZ), and comply with the zone's specific regulations.
